Furthermore, the attacks and adverse weather conditions have significantly impacted Russian oil exports from Black Sea terminals. In November, exports were notably lower than initially planned, with both bad weather and Ukrainian attacks contributing to delays in loading and departures. This has also led to a decrease in Russia's fuel exports from Black Sea ports.

Ukrainian forces have increasingly focused on targeting Russian oil infrastructure, including refineries, storage facilities, and export terminals, using drones and missiles. The Center for European Policy Analysis has noted a strategic shift, with attacks now targeting critical refinery equipment, some of which is Western-made and subject to sanctions.
